Resolution 84/2012/R/EEL Technical features for LV and MV power plants to ensure the security of the national electricity system

The resolution 84/2012/R/EEL approved new annexes to the Terna network code, and particularly Annex A70, which introduces requirements for power plants connected to MV and LV networks. The resolution also defines the deadlines to implement these requirements to power plants, including a retrofit for existing power plants to avoid critical situations on the electric network by next summer.

On March 8, 2012 the Authority for Electric Energy and Gas published on its website the resolution 84/2012 / R / EEL "Urgent interventions in power plants, particularly referring to distributed energy generation, to ensure the security of the national electricity system " that defines also implementation procedures and deadlines of Annex A.70 to TERNA s.p.a. company network code according to "Technical regulation of the distributed energy generation system requirements.".

The resolution 84/2012 / R / EEL has been modified in 2013 with integrations and modification according to the resolutions 165/2012 / R / eel, 344/2012 / R / eel, 562/2012 / R / eel and 243/2013 / R / eel.
The compliance of the Annex A.70 and IEC technical rules is a restriction for the activation and maintenance of the connection of each power plant .

Therefore, the new power plants which will enter in service from 1 April 2012 and which do not meet the requirements of Resolution 84/2012 / R / EEL, integrated and modified by resolutions 165/2012 / R / EEL, 344 / 2012 / R / EEL and 562/2012 / R / EEL, cannot enter in service.

by date of entry in service of a power plant, it means the date of start up as defined in the Integrated technical rules on the operative connection (TICA) and in guidelines on the connection to the Enel Distribuzione electric network.

In the connection request, in the case of power plants that must realize a partition into lots or subdivisions with different dates of entry in service, the regulations described on the chart are applied differently for single sections in relation to the date of entry in service.
