New resolution AEEG 243/2013/R/EEL for LV and MV installations – Suspension of contributions because of lacking adaptation A70

New resolution of the Authority for electric energy and gas AEEG published in 6 June, 2013 by the Authority for electric energy and gas (AEEG) for further interventions to power plants for distributed energy generation to ensure the security of the national electric system.

 

 

The electric energy and gas authority AEEG, with the resolution ARG / elt 198/11, "Integrated technical rules on distribution service quality and on electric energy measurement during adaptation time 2012-2015", aims to help the customer to give an active participation in the improvement of quality service, through the adaptation of his power plant to certain technical requirements, in exchange for some pre-defined economic benefits.

 

A user with a power plant that is not able to find and fix its faults in the time and limits indicated in the technical rules, requires intervention on its fault to the protections of the distributor system, with the consequences on the continuity of service in the same network. With recent technical rules AEEG authority the connection to the electric network of the power plant, and in particular of photovoltaic systems, must respect some specific features on the protection systems and on the inverters.

 

Power plants with full capacity greater than 6 kW as well the power plants with full capacity up to 50 kW, that are already connected to the medium voltage network, must implement the adaptations in compliance with the technical rules.

 

The power supplier must adapt to the requirements indicated in paragraph 5 of annex A70 to the electric network code:

a) by 30 June 2014, the power plants with full capacity greater than 20 kW that are already connected to the low voltage network and entered in service on 31 March 2012, as well the power plants up to 50 kW that are already connected the medium voltage network and entered service on the same date;
b) by 30 April 2015, the power plants with full capacity greater than 6 kW and up to 20 kW that are already connected to the low voltage network and entered in service on 31 March 2012.

 

The adaptation is related to paragraph 5 of Annex A70, so we can infer that it is not about invasive adaptations, but as conceivable it is about the adaptation of working frequency of the inverters (up to 20kW) or about interface protections for power plants exceeding 20kW (before the entry into force of the technical rules IEC 0-21, the technical rules DK5940 allowed the use of interface device in external location for power plants with full capacity greater than 20kW, paragraph 8.3 Table 1).

 

With the public statement posted on the GSE website on 13 March, 2013, "MV power plant adaptation with full capacity greater than 50 kW (Resolution 84/2012 / R / eel)," the operators are informed that, in compliance with the resolution 84/2012 / R / EEL from the authority, GSE is going to suspend contributions for power plant with capacity greater than 50 kW, already connected to the medium voltage network by 31 March 2012, because the competent distribution companies reported the lacking adaptation in compliance with the requirements of Annex A.70 of the electric network code.
The AEEG authority will consider the adaptations until the power plants disconnection, because not in compliance with the resolution 84/12.

How to adjust my installation

EMA Switchboards performs inspections on the installation location to evaluate what type of adaptation is necessary in compliance with technical rules IEC 0-16 and IEC 0-21, executes calibration and set-up of interface protection relays and main protection relays, executes tests with test cassette relay in field or in laboratory, issues test certificate.
